Summary: The evil (they're all evil) Dr. Kochin uses the Dragonballs to free his master, Dr. Wheelo, from his prison of ice. Wheelo then hatches his plot to have the strongest body on Earth. He goes after Master Roshi at first - because Dr. Wheelo has been imprisoned for 50 years, he still believes that Roshi is the world's strongest. Then he finds out about Goku, and realizes that this is the strongest person on earth.

Commentary: Once again, this movie doesn't fit well into the timeline, and retains much of the Dragonball-ish cuteness. The song Gohan sings in this movie isn't nearly as cute as the one from Dead Zone, but it's not too bad, and this movie is actually rather entertaining. It certainly is a vast improvement over Dead Zone, and it still has the hand-to-hand combat.
